# How to Qualify a Stainless Steel Pipe Mill in China

Canonical: https://jundapipe.com/blog/china-stainless-pipe-mill-qualification

Check legal identity, ISO 9001 scope, equipment evidence and document control before shortlisting a Chinese seamless stainless pipe mill.

A useful review of a stainless steel pipe manufacturer in China checks whether the legal entity, the certificate scope, the forming route and the document trail can support the pipe you intend to buy. A website category, a capacity figure or a photograph of a furnace does not do that work. Shortlist a mill only after those items are written down and the gaps are explicit.

Junda Pipe is the public name of Zhejiang Junda Steel Pipe Manufacturing Co., Ltd. The company states that it manufactures seamless stainless steel and alloy pipe under the Jungang brand, with its headquarters in Songyang, Zhejiang. [Company source](https://jundapipe.com/about) Use that legal name when you compare an offer, a certificate and a commercial invoice. Other businesses use “Junda” in a name. A similar name is not the same manufacturer.

## Which identity should match the offer?

Ask for the legal name, registered address, brand and the office that will answer technical questions. Then compare those strings with the quotation, the quality certificate and the packing list you expect to receive later. If the names differ, record which company manufactures, which company sells, and which company signs the inspection documents.

Junda publishes three offices: the Songyang headquarters, a Wenzhou office and a Dubai office. The headquarters address published on the contact information is No. 278 Yongning Road, Xiping Street, Songyang County, Lishui City, Zhejiang Province, China. Sales contact published on the site is sales@jundapipe.com and +86 13968820108. [Contact page](https://jundapipe.com/contact) An office address shows where correspondence can be sent. It does not, by itself, show which machine will make a particular order.

The company introduction names India and the United States as export markets. That sentence is not a customer list, a market-share claim or evidence that a new destination has been shipped before. If origin marking, a certificate of origin or a destination-specific document matters, put that request in the enquiry.

## What does the ISO 9001 certificate actually cover?

ISO’s own certification explainer states that certification is an independent assurance that a product, service or system meets specified requirements, and that ISO itself does not certify companies or issue certificates. [ISO certification](https://www.iso.org/certification.html) The IAF and ISO expected-outcomes note goes further on management-system certificates: accredited certification to ISO 9001 does not mean the organisation supplies a superior product, and it does not mean the product is certified to an ISO standard or to any other specification. [Expected outcomes, “what accredited certification does not mean”](https://committee.iso.org/files/live/sites/tc176/files/documents/Accreditation%20Auditing%20Practices%20Group%20docs/AAPG-ExpectedOutcomes.pdf) Read that limitation before you treat a logo as a material approval.

The certificate record transcribed from Junda’s published images, checked on 25 October 2026, is narrower than a general claim of “ISO certified”:

| Item | Published record |
| ----------- | ---------------------------------------------------------------------------------------- |
| Standard | GB/T 19001-2016 / ISO 9001:2015 |
| Number | 19821QA0205R1S |
| Scope | Manufacture and sale of stainless steel seamless pipes within the scope of qualification |
| Issuer | Beijing Xinjiyuan Certification Co., Ltd. (CNAS accredited) |
| Valid until | 2027-01-26 |

[Quality page](https://jundapipe.com/quality) The scope says stainless steel seamless pipes, within the qualification. It does not list every alloy in the catalogue, and it does not replace a product specification. ISO has continued to revise the ISO 9001 text. The certificate on file states the 2015 edition paired with GB/T 19001-2016. Do not assume a later ISO edition rewrites this certificate. Ask for the current certificate if the validity date has passed.

The About page also presents a national high-tech enterprise credential. The transcribed table on the quality page covers the ISO 9001 certificate and the special-equipment licence below. A credential title without a number, scope and date is a prompt to request the document, not a second product approval.

## How should the special-equipment licence be read?

The same 25 October 2026 transcription records a Special Equipment Production Licence issued by the Zhejiang Administration for Market Regulation:

| Item | Published record |
| -------------------- | ----------------------------------------------------------------------------------------------------------------------------------------------- |
| Number | TS2733N39-2027 |
| Standard description | Special Equipment Production Licence (China) |
| Scope | Pressure piping components: pressure piping pipes (A/B), limited to seamless steel pipes; product range as listed in the type test certificates |
| Valid until | 2027-03-16 |

This is a Chinese production licence for a stated product class. It is not an ASME stamp, a Pressure Equipment Directive certificate or approval of a foreign owner’s specification. The scope points to type-test certificates for the product range. If your order must sit inside that range, ask which type-test certificate is being relied on and whether your grade, size and standard are inside it. If your project needs a different code, ask for that document directly. Absence from this table is a question, not a finding that no other document exists, and presence on this table is not a finding that every catalogue grade is licensed.

## What manufacturing evidence is worth requesting?

Junda publishes a seven-step route and equipment counts. The counts are company figures, not a promise that every machine is used on every order.

| Published step | Published equipment count |
| --------------------------- | ---------------------------------------------------------- |
| Raw material | None stated |
| Cold rolling / cold drawing | 7 precision cold-rolling mills and 7 cold-drawing machines |
| Solution heat treatment | 2 fully automated lines |
| Pickling | 6 systems |
| Straightening | 4 machines |
| Cutting | None stated |
| Inspection | See the testing table |

[Manufacturing process](https://jundapipe.com/production-environment#manufacturing-process) Use the list to write questions, not to assume a route. A seamless hollow that is later cold drawn is a different product description from a welded pipe. The public scope of [ASTM A312/A312M-25](https://store.astm.org/a0312_a0312m-25.html), as read for the companion standard guide, lists seamless, straight-seam welded and heavily cold worked welded austenitic pipe as separate descriptions. “Heavily cold worked” in that wording is not a shorthand for seamless pipe that happens to have been cold drawn. Say “seamless” and the finishing route separately. The [cold-drawn guide](https://jundapipe.com/blog/cold-drawn-seamless-stainless-pipe) goes into that distinction.

The published company range is φ6–φ630 mm outside diameter and 0.2–80 mm wall thickness, with annual capacity above 10,000 tonnes, a site of about 27,000 m² and about 6,000 tonnes of regular stock in two warehouses. [Company introduction](https://jundapipe.com/about) Those figures describe the company. They are not a stock list for 316L, 2507, C-276 or any other grade, and they are not the size window of a single standard. Ask the mill to state the size, condition and quantity it is offering against your line items.

## Which inspection questions separate capability from acceptance?

The testing page lists seven groups: chemical composition, nondestructive testing, hydrostatic testing, mechanical testing, impact testing, metallographic examination and intergranular corrosion. Published chemical-analysis equipment includes a direct-reading spectrometer, a carbon-sulfur analyzer and a handheld metal analyzer. Nondestructive equipment is described as a fully automated ultrasonic and eddy-current system. The only personnel figure the site publishes is five intermediate ultrasonic inspectors. Eddy-current staffing figures are not published and should not be inferred. [Testing capabilities](https://jundapipe.com/production-environment#testing-capabilities)

Capability is the equipment and method the works can talk about. Acceptance is the method, coverage, calibration, criteria and document you require for a heat or a lot. Write the second list yourself. A handheld metal analyzer can support grade sorting. It is not automatically a positive-material-identification programme. [ASTM E1476-04(2022)](https://store.astm.org/e1476-04r22.html) is a tutorial guide for nondestructive identification, grade verification and sorting. Its public scope says it is for tutorial purposes and describes methods for identification and sorting. It does not replace the chemical analysis required by the product specification. If you need a defined PMI method, state the method, the elements, the share of pieces examined, the acceptance window and whether a failing piece holds the lot.

Keep certificates tied to the heat you receive. The [traceability guide](https://jundapipe.com/blog/stainless-pipe-material-certificate-traceability) is the checklist for that chain. A sample certificate proves format. It does not certify a future heat.

## What should the first technical reply contain?

Use one table for every mill you compare. Leave a cell blank rather than filling it from a brochure.

| Review point | What you asked | What the reply shows | Still open |
| ---------------------------- | -------------------------------------------------- | -------------------------------- | ----------------------------------------- |
| Legal entity and brand | Name on the contract | Name on the certificate | Any unexplained difference |
| Quality certificate | Standard, number, scope, issuer, date | Copy matched to the enquiry | Grade or size outside the written scope |
| Product licence, if required | Which regime and range | Document and type-test link | Your standard not mentioned |
| Manufacturing route | Seamless or welded; hot finished or cold finished | Steps the mill will actually use | Heat treatment or surface unstated |
| Size and quantity | OD, wall, length, pieces or mass | Offered size and any deviation | Company range copied in place of an offer |
| Inspection | Methods, coverage, criteria, witness | Which of those are included | Tests described only as “available” |
| Documents and packing | Certificate, marking, packing list, Incoterms rule | Named edition and named place | Packing left as “export standard” |

“Export standard” packing is not a specification. The [packing guide](https://jundapipe.com/blog/stainless-pipe-export-packing-shipping) lists the points worth fixing before production. The [RFQ checklist](https://jundapipe.com/blog/junda-pipe-technical-rfq-checklist) turns the same points into a request.

Send the completed request through the [contact page](https://jundapipe.com/contact). A reply that confirms technical scope is still not an accepted order, a stock promise or a delivery date. Compare deviations before you compare price. A lower price that omits a required test, a different product form or a different Incoterms rule is not the same offer.
